    We have an exciting opportunity for a Budget Analyst to join our team in Rockville, Maryland! 
    Responsibilities:

    Budget & Planning
    • Works with the Management Team to obtain, monitor, and track organization sources and usage of funds
    • Reviews and analyzes budget requests to ensure consistency, accuracy, and adherence to instructions and scope of work
    • Serves as the functional point of contact for day-to-day budget/financial issues and ensures compliance with IT business process and procedures
    • Prepares, reviews, consolidates annual and multi-year budget estimates for assigned organizations and programs into a consolidated budget request
    • Researches, consolidates, and summarizes budgetary data from source documents, automated budgetary systems, accounting records, and reports for use in preparing budget estimates and annual financial plans 

    Billing & Contracts
    • Monitors, tracks, and reviews obligations, expenditures, reimbursable orders, and requests for allotments, identifying and reporting differences that are not in keeping with annual work plans
    • Compares obligations and expenditures and identifies conditions over or under obligation of funds 
       
    Qualifications & Skills:
    • Bachelor’s Degree and 7 years of budget, project accounting or financial planning and analyst experience or the equivalent combination of experience, education and training that provides the required knowledge, skills and abilities
    • Must have prior Government Contracting or Government Budget/Project Control experience
    • Understand basic government contract structures, track and manage contract modifications and funding lines to coincide with budgets
    • Ability to work with all levels of management
    • In depth analytical skills are necessary and an advanced understanding of and experience with Microsoft Excel is required – Pivot tables
    • Knowledge of commonly used budgetary methods, practices, procedures, regulations, precedents, policies, which apply to assigned budget accounts  
    • Knowledge of budget execution processes and practices to determine whether obligations, expenditures, and requested allotments are within funding limitations
    • Non US Citizens are required to have lived in the United States for the last 36 months to meet the clearance requirement

    We have a current opening for a Laboratory Application Support Specialist to support a large government contract in Queens, NY.
     
    Roles and Responsibilities:
    • Provide day to day support for a STARLIMS implementation, its integration with site instrumentation, instrument applications and the instruments.
    • Assist with site configuration and implementation of STARLIMS.
    • Analyze user needs to determine functional requirements
    • Facilitate meetings, system configuration and development evaluations and site acceptance testing.
    • Work with program and centralized team to evaluate site needs versus STARLIMS system capabilities and determine best approach within the system for configuration for enhancement requests or issue resolution.
    • Work with program and centralized team to troubleshoot instrumentation issues and maintain instrument controllers.
    • Identify required tasks and their interrelationships
    • Identify resources required for each task
    • Configure the STARLIMS application in all aspects including Electronic Laboratory Notebook use
    • Provides instrument specific knowledge regarding instruments, instrument controllers, and their integration with a LIMS. Performs installation, configuration and integration of instruments and instrument controllers.
    • Provides coordination with equipment manufacturers to install, maintain, and troubleshoot instruments and instrument controllers. Also provides support for the operation of a LIMS.
       
    Requirements:

    ** Must have experience with LIMS (Laboratory Information Management System) **
    • Bachelor's Degree or equivalent
    • Laboratory experience with Microbiology and/or Chemistry preferred.

    Summary of responsibilities:
    • Provide direction and leadership for the conversion of the company’s legacy cost accounting systems to Costpoint 7.1.1. Responsibilities include but not limited to review, test, and validate project master tables including revenue and billing formulas, employee and vendor workforce, time and expense setup, ADP Interface, cost pools, and GL accounts mapping.
    • Maintain Costpoint 7.1.1 system after going live to comply with DCAA regulations.
    • Serve as the Subject Matter Expert for the company on Costpoint and provide employee training on how to use the system.
    • Continuously ensure all guidelines are followed in segregation of Direct and Indirect Costs to be in compliance with DCAA regulations.
    • Provide leadership in the development of policies and procedures and continuous evaluation of short -term strategic financial objectives.
    • Assist Corporate Controller and Finance teams to generate periodic financial reports utilizing the Budgeting & Planning module in Costpoint.
    • Participate in other ad hoc projects to support management reporting requirements and audit needs.  
      Professional Requirements:
    • BS in Accounting or Finance.
    • CPA or MBA is preferred but not required.
    • 12+ years in progressive leadership roles in government contracting environment.
    • 5-6 years hands on experience with Deltek Costpoint.
    • Experience with Costpoint 7.1.1 implementation from GCS Premier.
    • Extensive knowledge of and experience with Federal Acquisition Regulations (FAR).
    • Excellent oral and written communication.
    • Ability to work in a fast-paced environment, managing multiple deliverables and working on tight deadlines.

    Dovel Technologies, LLC has an immediate need for a Business Analyst/Documentation Specialist who will work with the project team to ensure high quality delivery of a mission-critical application.
     
    Role and Responsibilities:
    • Assists Lead BA in gathering and documenting system requirements
    • Updates and/or creates project related documentation including Standard Operating Procedures (SOPs), installation instructions, training materials, test reports, meeting minutes, Visio diagrams, spreadsheets, presentations and other artifacts as necessary.
    • Gathers, analyzes, and composes technical information.
    • Maintains requirements artifacts (including Requirements Traceability Matrix (RTM)) and requirements change log
    • Creates wireframes to demonstrate understanding of requirements
    • Prepares for and assists with customer demonstrations
    • Prepares and submits weekly, monthly and quarterly status reports
    • Translates technical information into clear, readable documents to be used by technical and non-technical users. Ensures consistency, clarity, and quality in and across all types of documentation.
    • Engages in formatting, editing, and quality assurance on own work and the work of others.
    • Authors user guides and other required documentation for system user training.
    • Maintains project artifacts repository in SharePoint
    • Performs occasional system testing

    As a part of the Partner Services Department, the Partner Engagement Specialist is responsible for building and maintaining the relationship between the ACF Grants Center of Excellence (CoE) and its Federal partners.  The Partner Engagement Specialist serve as advocates for the partner’s interests within the CoE and work to obtain the CoE resources that are necessary to deliver the services required by the partner.  The Partner Engagement Specialist is accountable for the overall delivery of products and services to the partner and is focused on ensuring the partner has a successful engagement with the CoE.  Major job functions include:

    Duties and Responsibilities:
    • Participates in the planning, conduct, and evaluation of software testing for a complex enterprise-level business solution.
    • Works with requirements analysts and other functional specialists to transform use cases and other design artifacts into effective testing strategies, plans, and procedures to ensure that functional and performance requirements are satisfied through all phases of the software development process culminating in a successful acceptance test.

    We are seeking a Quality Assurance Manager to join the FDA Scientific Computing team, supporting the OIM Center in Reston, VA. 
     
    The QA Manager is responsible for providing clear leadership for shaping our QA efforts. This role will partner with and analysis our customer’s needs, and also be a hands-on independent contributor. The ability to refine requirements and direction with clarification questions is imperative. This role will have strong interactions with the infrastructure team and project stakeholders to establish seamless processes that promote program surveillance and quality audit.
     
    The duties will include, but not be limited to:
    • Drive planning & delivery of high-quality enterprise IT software releases.
    • Manage to plan completion of QA for each release.
    • Review project and release specific test strategy and planning documents prepared by QA team.
    • Communicate all key project plans, commitments, and changes including requirements, QA plans, schedule, and scope changes.
    • Maintain and enhance working automation framework.
    • Create complex automated testing applications, procedures and guidelines.
    • Develop, document and revise automation test procedures and quality standards.
    • Assemble and lead multiple cross-functional teams to support IT application releases of varying size, complexity and duration.
    • Collaborate and manage release processes across all functions within IT and with business stakeholders.
    • Manage change control processes for the releases.
    • Continuously improve release processes.
    • Define and manage release readiness and success criteria based on business requirements.
    • Proactively identify and mitigate risks and remove obstacles to release.
    • Guide the completion of root cause analysis to ensure issues do not recur.
    • Perform environment planning, provisioning, and management required to support the releases.
    • Communicate plans and status, and escalate issues as required.
    • Monitors, measures, and reports on team’s performance via regular status reporting on team’s accomplishments, issues and risks.
    • Reviews critical project documentation for completion and provides feedback and coaching as required.
    • Ensures project tasks and milestones are accurate and complete for all active projects.
    • Works with the BA and QA teams to identify potential improvements to enhance the efficiency and effectiveness of the role, including a clearly defined requirements hand off process between teams.
