    Roles and Responsibilities:
    • Participate in project meetings providing continuous feedback on project status

    The infrastructure is heavily reliant upon manual processes and a patchwork of internally developed systems built on obsolete technology.  This reliance results in issues with data quality and integrity, as well as, inadequate internal controls and management reporting, process inefficiencies and ineffective use of staff and management time. The software systems that support the mission are legacy applications that are inadequate to support current and future requirements and business process. The client identified a modernized, integrated filing review system as the most critical internal control need. 

    Purpose:
    The client seeks to replace existing information technology systems (i.e., legacy applications and databases) with an integrated ‘one-stop shop' platform that can track and manage the entire lifecycle.     The Cognos Reporting Author will work within the Partner Services Team of Dovel Technologies, a company that supports Federal Grants Management solutions to more than 18 Federal agencies through the Grants Center of Excellence (www.GrantSolutions.gov).
     
    The Reporting Author is responsible for responding to the reporting needs of assigned Federal agencies. As a client facing position, this candidate will work closely with federal partners to become familiar with the reporting data models of our partner agencies and on the creation of necessary reporting.
     
    Position Responsibilities
     
    The Reporting Author will be accountable for the scheduled and ad-hoc reporting requests, development of technical documentation, and to provide support to our partners reporting user-base. Responsibilities of this position include, but are not limited to:
    • Gather reporting requirements with federal partner or internal team members.
    • Author reports in IBM Cognos 11.x as needed.
    • Develop a deep understanding of the of internal data and transaction systems for reporting purposes.
    • Work closely with internal and external resources on the identification and creation of new reporting feature development.
    • Understand systems testing and to act as a testing resource for newly added features and functionality. Train partner end users based on training curriculum for ad-hoc reporting capabilities.
    • Provide support to Tier 1, 2, and 3 Helpdesk staff and Partner Services staff as needed.
    • Maintain and update the catalog of reporting and any other assigned documentation as needed.
    Requirements:
    • Bachelor’s Degree or equivalent and minimum of 3 years of experience in Information Technology or associated field.
    • 2 or more years’ experience authoring reports in IBM Cognos 10.x BI tools and 1 or more years’ experience authoring in IBM Cognos BI 11.x.
    • IBM Cognos dimensional modeling, OLAP cube development is desired.
    • Proficient in technical writing and documentation including ERD diagrams, release notes, & other technical artifacts.
    • Understanding of data schemas and an ability to translate business needs into report requirements.
    • Outstanding written and verbal communication skills.
    • Experience in a client facing role and maintains a strong client services mindset.
    • Confidence working with and interfacing with clients across different parts of the business.

    The Marketing Specialist, Center of Excellence (COE) will develop a marketing plan to document and measure marketing programs. The marketing programs will include but not be limited to COE e-Newsletters and email blasts, press releases, editorial placements in targeted media channels, development/refinement of COE marketing collateral and capabilities statements, web and social media marketing and industry trade show support. The marketing programs will be supported by S.M.A.R.T Objectives (Specific, Measurable, Achievable, Results Focused and Time Bound) and approved by Center of Excellence Leadership.

    Position Description:
    • Responsible for designing, creating, and delivering marketing programs aligned with the COE Strategic Plan to support the retention and growth of current COE Partner engagement and the effective outreach to prospective new COE Partners.
    • Develop and execute on-going communications campaign across multiple channels simultaneously to inform and reinforce COE brand, value proposition and useful updates to current and prospective COE Partners, the industry and media. 
    Requirements:
    • Proven hands-on experience in planning and executing strategic marketing programs simultaneously across multiple channels.
    • Excellent written and verbal communications skills,
    • Creative skills leveraging Microsoft Office, e-publishing tools, Website content tools, and Social Media Platforms.
    • Bachelor’s degree in a related area of specialization plus 7-8 years of relevant professional experience. Degree requirements may be substituted with an equivalent combination of education, training and experience.
     Preferred Qualifications:
    • Degree in marketing management with experience in marketing for a government agency’s COE.

    What you will be doing;
    • Provide technical and administrative direction for personnel performing software development tasks, including the review of work products for correctness, adherence to the design concept and to user standards and for progress in accordance with schedules.
    • Coordinate with the Project and/or Program Manager to ensure problem solution and user satisfaction.
    • Make recommendations, if needed, for approval of major systems installations.
    • Prepare milestone status reports and deliveries/presentations on the system concept to colleagues, subordinates, and end user representatives.
    • Provide daily supervision and direction to support staff.
       
    Experience needed;
    • 7-10 years experience, working for federal agency strongly preferred.
    • Bachelor’s Degree or equivalent

    What you will be doing;
    As a Business Analyst, you will assist in applying common best practices for the industry to the customer using a knowledge base to create conceptual business models and to identify relevant issues and considerations in selecting application software packages.  Also you will assess the operational and functional baseline of an organization and its organizational components, and help to define the direction and strategy for an engagement while ensuring the organizational needs are being addressed. You will identify information technology inadequacies and/or deficiencies that affect the functional area’s ability to support/meet organizational goals to support the development of functional area strategies for enhanced IT.

    Your background will look like this;
    • Review and correct requirements statements for accuracy of inputs
    • Support and represent at Customer Technical reviews using seasoned business acumen
    • Prepare and review applicable requirements related documentation to ensure compliance with eSDLC (enterprise System Development Life Cycle) standards.
    • Support requirements engineering efforts such as process modeling, business rule harvesting and tracing
    • Enter requirements into requirements management repository, ensuring completeness and accuracy
    • Creating business process models
    • Leader implementing agile methodologies, requirements, design, testing, and training to improve quality of the product and efficiency of agile teams; SDLC lifecycle.
      Experience needed;
    • 5-7 years experience in Business Analyst role, working for federal agency strongly preferred.
    • Bachelor’s Degree or equivalent
    • Agile methodologies in SDLC environment
    • Scrum Master (preferred)

We have a current opening for a Senior Software Developer to support a large government contract in Rockville, MD.
     
    The Senior Software Developer will work within the Partner Services Team of Dovel Technologies, a company that supports Federal Grants Management solutions to more than 18 Federal agencies through the Grants Center of Excellence (www.GrantSolutions.gov).
     
    Role and Responsibilities:
    ·      Perform application development and support
    .      Understand and apply development design patterns. 
    .      Understand and apply design disciplines including Object-Oriented Design and Analysis ad Domain-Driven Design
    .      Understand and leverage common architectural styles and patterns (Layered, Clean, CRUD, CQRS, etc)
    .      Understand and apply quality techniques and practices (automated unit testing, Test Driven Design/Development, java performance analysis, continuous integration)
    ·         Problem and modification identification, classification, and prioritization
    ·         Detailed analysis of the modification to determine impact, feasibility, and alternatives
    ·         Design modification and execution of solution
    ·         Validate any changes to the application
    ·         Testing of the application as required when changes are made to the infrastructure or interfacing systems
    ·         Provide the modification as part of a release package for installation in the operational environment.
    ·         Data quality and data management
    ·         Creation and maintenance of system documentation and artifacts
    ·         Disaster recovery testing
    ·         On-going management, monitoring, and reporting of system processing
     
    Minimum Qualifications:
    Bachelor's Degree in Computer Science or an associated discipline and 6 years related experience or an equivalent combination of education and training that provides the required knowledge, skills and abilities.
