    Roles and Responsibilities:
    • Successful delivery of a CMMI ML-3 agile software system implementation in accordance with approved project requirements on time and on/under budget

    Position Responsibilities:
    • As deputy to the Program Manager, supports management of scope, time, cost, risk, resources, communication, quality, and releases.

    • Serve as the primary interface to collaborate with business owner, COR, and stakeholders to align and reconcile overall program priorities.

    • Act as a team liaison between business analysts, project management, solution architects and development teams, and shepherd projects through the design, build, and test phases.
    • Act as a liaison among stakeholders to elicit, analyze, communicate and validate requirements for changes to business processes, policies and information systems. The business analyst understands business problems and opportunities in the context of the requirements, and recommends solutions that enable the organization to achieve its goals
    • Translate business requirements and business intelligence reporting requirements into functional/technical specification or source system analysis documents.
    • Provide input from high-level to detailed estimates for intake, projects, and change requests in areas of responsibility.

    Program Description:

    Dovel Technologies, LLC. (Dovel) is working with the Food and Drug Administration (FDA) Office of Regulatory Affairs (ORA) for the deployment, services, and support of FDA’s Laboratory Information Managements System (LIMS).  The LIMS contract is not only the installation of software at laboratory sites but represents a complex, multi-year effort to support a range of scientific, operational, and technological challenges needed to evolve laboratory environments in a manner that aligns with the overall Automated Laboratory Management (ALM) program and portfolio and improves efficiency at FDA laboratories. Another goal of the effort is to improve data quality while decreasing latency, and empowering robust information sharing, traceability, chain of custody, and assessment within the FDA, with third parties, and other public health laboratories.

    Responsibilities:
    • Establishes system information requirements using analysis of the information engineer(s) in the development of enterprise-wide or large-scale information systems.
    • Designs architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces.
    • Ensures these systems are compatible and in compliance with the standards for open systems architectures, the Open Systems Interconnection (OSI) and International Standards Organization (ISO) reference models, and profiles of standards - such as Institute of Electrical and Electronic Engineers (IEEE) Open Systems Environment (OSE) reference model - as they apply to the implementation and specification of Information Management (IM) solution of the application platform, across the application program interface (API), and the external environment/software application.
    • Ensures that the common operating environment is TAFIM compliant.
    • Evaluates analytically and systematically problems of workflows, organization, and planning and develops appropriate corrective action.
    • Provides daily supervision and direction to staff
    Requirements:
    • FDA Experience
    • Bachelor of Science degree in Engineering, Business, Computer Science, or other related degree and 10 years of experience;  advanced degree preferred.
    • Must be knowledgeable in Enterprise Architecture, SOA, J2EE, and/or Net Full Cycle implementation experience including requirements, design, implementation, and integration and testing.
    • Knowledgeable of SOA products (i.e., IBM Websphere, Oracle Application Server, Weblogic and Fusion Middleware and Fuse (Enterprise Service Bus, Services Framework, Message Broker and Mediation Router), Registry/Repository, ESM, Policy Server).
    • At least 2 major SOA Implementations (4+ Years) experience
    • Experience in Java, JEE, Web Services(SOAP, REST), ESB
    • Knowledgeable in distributed computing background.
    • Strong communication, analytical, and problem solving skills.
    • Implementation familiarity including requirements, design, implementation integration, and testing.
    • Knowledge of messaging systems.
    Working knowledge of :
    • Web service (WS) and other information standards and technologies, including WS-Reliable Messaging (RM), WS-Security, WS-Addressing.

    • Manages the LIMS Program (directorate) within the Health IT division.
    • Manages the BPA (Program) and Task Orders (Projects), and manages an operating office (PMO) and supervises professional and technical personnel performing in their customary disciplines.
    • Maintains aggressive efforts to achieve objectives.
    • Acts as a technical liaison with vendors.
    • Trains and supervises personnel.
    • Assists in proposal process and coordinates with Pricing Department when required.

    Requirements:

    We have an exciting opportunity for Project Manager to join our team!  This is a full-time position that will primarily reside in McLean, VA and will require a public trust/agency background clearance.
     
    Current State:
    The infrastructure is heavily reliant upon manual processes and a patchwork of internally developed systems built on obsolete technology.  This reliance results in issues with data quality and integrity, as well as, inadequate internal controls and management reporting, process inefficiencies and ineffective use of staff and management time. The software systems that support the mission are legacy applications that are inadequate to support current and future requirements and business process.  The client identified a modernized, integrated filing review system as the most critical internal control need. 

    Purpose:
    The client seeks to replace existing information technology systems (i.e., legacy applications and databases) with an integrated ‘one-stop shop' platform that can track and manage the entire lifecycle. This project will design and develop a new integrated platform to include all current system capabilities enhanced and augmented by new functionalities such as, business process automation, document management system, data integration, web application in order to achieve benefits to include: (i) reduced overall workload processing time, (ii) reduced data redundancy (currently in multiple systems), (iii) increased data quality by eliminating rekeying of data, (iv) automated interaction with other systems, (v) compliance with Enterprise Architecture (EA) framework and other policies, and modernization, (vi) better metrics and management reporting of reviews, (vii) better system management (audibility, integrity, upgradeability, etc.).
     
    Project Manager
    The Project Manager is the point of contact (POC) for communicating issues, concerns, or problems that arise during the performance of this project. The Project Manager shall have decision authority and representative responsible for resolving all issues, concerns, or problems. The Project Manager shall readily respond to client’s questions, concerns, and comments. The Project Manager shall proactively alert the client to potential contractual and task order issues.

    The Project Manager shall have, at a minimum:
    • 10 years of experience managing multiple projects.
    • Proven experience in lifecycle software implementation- SDLC, cradle to grave
    • Experience with Federal government system management, maintenance, and development contracts.
    • Experience responding to shifting task order priorities, management of multiple, simultaneous task orders and scheduled deliverables.

We have multiple needs for Subject Matter Experts for our federal customer located in Suitland, MD.

    What you will be doing;
    • Serve as the ESF program manager responsible for organizing, directing, and managing all aspects of the Task Order.
    • Provide overall direction of program activities.
    • Manage and maintain contractor interface with the senior levels of the customer’s organization.
    • Consult with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations.
    • Establish and maintain technical and financial reports to show progress of projects to management and customers, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks.

    Your background will look like this;
    • Provide technical, managerial, and administrative direction for problem definition, analysis, requirements development, and implementation for complex to extremely complex systems in the subject matter area.
    • Make recommendations and advise on organization-wide system improvements, optimization or maintenance efforts in the following specialties: information systems architecture; networking; telecommunications; automation; communications protocols; risk management/electronic analysis; software; lifecycle management; software development methodologies; and modeling and simulation.
    • Commensurate experience in IT and in new and related older technology that directly relates to the required area of expertise.

    Experience needed;
    • 7-10 years experience, working for federal agency strongly preferred.
    • Agile methodologies in SDLC environment
    • Bachelor’s Degree or equivalent

    • Review and correct requirements statements for accuracy of inputs
    • Support and represent at Customer Technical reviews using seasoned business acumen
    • Prepare and review applicable requirements related documentation to ensure compliance with eSDLC (enterprise System Development Life Cycle) standards.
    • Support requirements engineering efforts such as process modeling, business rule harvesting and tracing
    • Enter requirements into requirements management repository, ensuring completeness and accuracy
    • Creating business process models
    • Leader implementing agile methodologies, requirements, design, testing, and training to improve quality of the product and efficiency of agile teams; SDLC lifecycle.
      Experience needed;
    • 5-7 years experience in Business Analyst role, working for federal agency strongly preferred.
    • Bachelor’s Degree or equivalent
    • Agile methodologies in SDLC environment
    • Scrum Master (preferred)
