    GrantSolutions is a 7x24 web applications supporting multiple federal agencies to manage the multi-billion dollar federal grant award business process. GrantSolutions is accessed worldwide.

    In addition to an Amazon Web Services hosted production system, Dovel also maintains a large number of environments in support of development, testing, staging and training.

    The system is managed and monitored 7x24 and appropriate steps need to be taken in order to ensure high availability.
    We are looking for a senior Operations Engineer experienced with support of custom web-based applications in the following areas:  daily operations, security policy enforcement, system and software updates, troubleshooting issues related to system operations, and on-call coverage. Our engineering team is working on problems in a number of areas, including system interfaces, scalability issues with load and capacity, usability and accessibility upgrades, feature improvements, and refactoring.

    Duties and responsibilities may include the following:
    • Hardware and software configuration, support and tuning
    • Middle-tier application support and code deployment
    • New technology evaluation
    • Analysis of patches of all COTS products an recommendation which patches need to be deployed
    • Continuity of Operations architecture, implementation, testing and documentation
    • Training and assistance of junior personnel, as required
    • Off-hours deployment of infrastructure patches, deployment of software into the many GS environments, trouble shooting and on-call support
    • Working independently and as part of the operations team
    • Working closely with other members of the larger GrantSolutions organization
    Required Skills and Experience: Bachelor’s Degree in Computer Science or a related field or equivalent
    5 or more years of enterprise-level Linux administration experience supporting mission critical system
    • Good understanding of Oracle, Java, Red Hat and related technologies
    • Linux (particularly CentOS/RedHat) administration experience
    • Must be self-starting individual
    • Excellent Problem Solving skills
    • Strong organizational and communication skills
    • Demonstrated ability to create and maintain documentation
    • Shell scripting and automation experience
    • DevOps experience, support of continuous
    • integration and delivery
    • Must be able to install, evaluate, and configure commercial software packages

    The Operations & Maintenance (O&M) Project Manager (PM) will be responsible for managing and leading the project team(s) supporting internal and external project applications throughout the O&M phase.     About the Program:
    Dovel executes the prime contract for the Health and Human Services Administration (HHS) for Children and Families (ACF) Center of Excellence (CoE) Program that is the largest enterprise-wide grants management system in the federal government, used across over 40 federal partner agencies.

    Dovel developed a Web-based grants management application for ACF, called GrantSolutions.gov. It incorporates all 14 Grants Management Line of Business grant award processes for awarding agencies and recipients as well as extensive and flexible post-award reporting mechanisms. ACF awards over $46B annually for approximately 8,000 grants. The GrantSolutions Award module satisfies tens of thousands of well-documented requirements. It is integrated with three financial systems, CCR, and Grants.gov.

    A review of the different systems within the HHS agencies led to the selection of the ACF as one of two HHS Centers of Excellence (CoE) that all HHS grant programs would use for grants management support. In an effort to optimize and consolidate resources, the services of the ACF CoE were made available to agencies throughout the Federal Government.

    The AOA, the CMS, and IHS became the first CoE partners. The ACF CoE has multiple customers within HHS including CMS, IHS, ASPR, ONC, and CCIIO, as well as agencies outside HHS, including divisions from Department of State, Department of Transportation, Department of Treasury, Social Security Administration, and The Denali Commission.

    The wide adoption and replication of this web-based application is a testimony to the strong development discipline that is deeply ingrained in Dovel’s culture.     The Business Analyst will work within the Partner Services Team of Dovel Technologies, a company that supports Federal Grants Management solutions to more than 18 Federal agencies through the Grants Center of Excellence (www.GrantSolutions.gov).
     
    Our Business Analysts setup and support the web-based software that streamlines the management of over $60 billion of Federal grants.  They build and nurture relationships with our customers, juggle multiple projects at once, and support our customers from initiation to execution.  They engage in business process analysis and identify ways for our customer to improve their operations.  They take an active role in improving our software and service offering.
     
    This position is located in Rockville, MD and will require some travel within the Washington, DC Metro area in support of our agency customers.
     
     
    Position Responsibilities
     
    • Participate in fit/gap analysis sessions to better understand clients’ business process
    • Conduct analysis and determine client operational objectives by studying business functions, gathering information, and evaluating output requirements and formats
    • Conduct needs assessment where appropriate by collecting information pertaining to work procedures, workflow, reports, and other customer business needs
    • Provide end-user support by email, phone, chat, or face-to-face meetings
    • Provide issue management for end-user problems and ensure a consistent high-level responsiveness and customer care
    • Determines system utilization requirements by researching and testing systems
    • Document end user requirements and create workflow and process diagrams to support customer business needs
     
    Required Skills
     
    Position requires a Bachelors Degree in an associated discipline and 3 years of experience in a related field, or an equivalent combination of education and training that provides the following required skills and abilities:
     
    • Strong interpersonal and customer service skills
    • Excellent verbal and written communication skills and the ability to explain policies, procedures, and technical information clearly and accurately
    • Possess strong conceptual, analytical, and problem solving skills
    • Experience in gathering and engaging in business process analysis
    • Requirements, design workflows and diagrams based on requirements
    • Microsoft Office Suite
    • Strong organizational and planning skills
    • A track record of prioritizing and completing tasks of multiple priorities in a timely manner
    • Knowledge of the Federal Grants Business Process and of key Federal Enterprise Grants Management systems is highly desired.
    • Confidence working with and interfacing with clients across different parts of the business
    • Willingness to embrace technology and tools used to deliver high levels of service
