    Program Description:

    Dovel Technologies, Inc. (Dovel) has been awarded a contract with the Food and Drug Administration (FDA) Office of Regulatory Affairs (ORA) for the deployment, services, and support of FDA’s Laboratory Information Managements System (LIMS). The contract is a single award IDIQ task order contract with a 5-year period of performance. The LIMS contract is not only the installation of software at laboratory sites but represents a complex, multi-year effort to support a range of scientific, operational, and technological challenges needed to evolve laboratory environments in a manner that aligns with the overall Automated Laboratory Management (ALM) program and portfolio and improves efficiency at FDA laboratories. Another goal of the effort is to improve data quality while decreasing latency, and empowering robust information sharing, traceability, chain of custody, and assessment within the FDA, with third parties, and other public health laboratories.

    Overview:
    • Act as a team liaison between business analysts, project management, solution architects and development teams, and shepherd projects through the design, build, and test phases.
    • Act as a liaison among stakeholders to elicit, analyze, communicate and validate requirements for changes to business processes, policies and information systems. The business analyst understands business problems and opportunities in the context of the requirements, and recommends solutions that enable the organization to achieve its goals
    • Translate business requirements and business intelligence reporting requirements into functional/technical specification or source system analysis documents.
    • Provide input from high-level to detailed estimates for intake, projects, and change requests in areas of responsibility.
    • Create technical impact assessments utilizing input and direction from business analyst, architects, development and supporting documentation such as functional specifications and use cases.
    • Perform proactive data profiling to ensure source system data requirements in the project deliverables.
    • Provide analysis support to development and test teams for assigned projects.  This can include responding to ad hoc analysis requests and collaborating with test resources to validate test cases, defect triage and resolution.
    • Generally demonstrate knowledge of application systems in area of responsibility to identify, evaluate and define impacts of changes.  Provide alternatives both to the application changing and all upstream and downstream systems, or identify if a change is a manual process taking into account the entire picture as well as the details.
    • Work effectively with teammates and raise issues to management with appropriate frequency and urgency.
    • Take initiative to determine the need and to design and deliver training to department and business.
    • Initiates and executes initiatives to improve the processes, procedures, and tools utilized by the team.
    • Reviews deliverables and provides input for other analysts.
    • Creates and delivers articulate and effective oral presentations to a variety of audiences, large or small, internal or external.
    • Coordinates with production support on system enhancements and provide ongoing operating support.
    • Researches production issues and supports the Application Support group as needed.

    Responsibilities:
    • Performs analysis of specialized and/or technical data, producing solutions and documentation.

    • Develops and monitors project tasks and schedules.
    • Manages work of task or project teams. 
    Minimum Qualifications:
    • Bachelor's degree in Computer Science or Information Systems Management or in related discipline or equivalent experience.
    • 5+ years of experience in systems analysis of medium to large scale projects.
    • Strong analytical and problem solving skills.
    • Experience writing Functional Specifications Documents (FSD).
    • Working knowledge of Scripts (e.g Perl, VB)
    • Able to handle multiple concurrent activities and projects.
    • Microsoft Office Tools including Word, Excel, Project, PowerPoint, and Visio.
    • Full understanding of business process notations and modeling languages including: BPMN and UML,.
    • Full understanding of business process techniques including: Data Flow Diagrams, Process Models, ER diagrams, Dimensional Data Models, Context Models, Event Modeling, State Modeling, Sequence Diagramming, Functional decomposition, Decision Analysis and Interface Analysis.
    • Understanding of the system development life cycle and can train others on SDLC concepts.
    • Able to effectively manage time, prioritize work, multi-task across many assignments and delegate to others as well as monitor their work for completion.
    • Ability to assess the impact of new requirements on an existing suite of complex applications.
    • Technical writing skills producing clear and unambiguous deliverables.

    As a part of the Partner Services Department, the Partner Relationship Manager (PRM) is responsible for building and maintaining the relationship between the ACF Grants Center of Excellence (CoE) and its Federal partners.  PRMs serve as advocates for the partner’s interests within the CoE and work to obtain the CoE resources that are necessary to deliver the services required by the partner.  The PRM is accountable for the overall delivery of products and services to the partner and is focused on ensuring the partner has a successful engagement with the CoE.  Major job functions include:
     
    • Building and nurturing relationships with partner stakeholders
    • Working closely with the CoE Project Management Office (PMO) to obtain the necessary resources to ensure successful service delivery
    • Coordinating and communicating CoE service delivery to the partner, working with the appropriate CoE service teams

    This particular PRM position is focused on managing the engagement between the CoE and the joint Hospital Preparedness (HPP) and Public Health Emergency Preparedness (PHEP) programs, which are an aligned effort between the Assistant Secretary for Preparedness and Response (ASPR) and the Centers for Disease Control and Prevention (CDC). 

    This position is located full time in Rockville, Maryland.  Because of the nature of the PRM role, there will be some travel required to Washington, DC, and Atlanta, GA.

    The PRM will report to the Partner Services lead. 

    Specific Job Duties:

    The Sr. Project Manager will work within the Partner Services Team of Dovel Technologies, a company that supports Federal Grants Management solutions to more than 18 Federal agencies through the Grants Center of Excellence (www.GrantSolutions.gov).

    This position is to provide leadership in rolling out a new set of software services and promoting them to an expanding federal customer base. The role includes project management for all activities related to the delivery of partner services through a web-based application product line.  It begins as new features are envisioned and evaluated in terms of business objectives.  The responsibilities include IT project management to oversee planning activities including the coordination of requirements and development, advocate for project needs, communicate risks, and manage customer expectations.     • Possess strong conceptual, analytical, and problem solving skills
    • Experience in gathering and engaging in business process analysis
    • Strong organizational and planning skills
    • A track record of prioritizing and completing tasks of multiple priorities in a timely manner
    • Knowledge of the Federal Grants Business Process and of key Federal Enterprise Grants Management systems is highly desired.
    • Confidence working with and interfacing with clients across different parts of the business
    • Willingness to embrace technology and tools used to deliver high levels of service
    • Comfortable working with technology, including web-based systems and Microsoft Office
    • Self-motivated and able to work with minimal supervision
    • Able to adapt quickly in a rapid, changing environment
