    The SharePoint Developer will work within the Partner Services Team of Dovel Technologies, a company that supports Federal Grants Management solutions to more than 18 Federal agencies through the Grants Center of Excellence (www.GrantSolutions.gov).
     
    The SharePoint Developer will work with various departments company-wide to develop systems according to expectations of the users; creates applications according to specifications or general business requirements which are provided by internal users.
    • Develop custom lists, sites, and document libraries (understanding of taxonomy and SharePoint Best Practices is vital)
    • Develop, design and manage content, customizations, webparts, forms, and custom workflow in SharePoint 2010 and 2013
    • Develop custom SharePoint web applications using InfoPath, SharePoint Designer, and other tools
    • Designs and develops custom SharePoint workflows
    • Utilize SharePoint and Microsoft development tools that are integrated with the SharePoint 2010 and 2013 development platform, such as Visual Studio 2010/2013 and SharePoint Designer 2010/2013
    • Perform day to day support for users and SharePoint site owners
    • Trains end users on SharePoint functionality needed to support business operations
    • Create end user and technical documentation
    • Provide weekly written status reports to management
    • Experience with SharePoint ootb and custom Workflows
    • Troubleshoots and resolves technical and business issues surrounding SharePoint
    • Provides requirements analysis, designs, builds, and tests reports for SharePoint
    • Provides requirements analysis and tests custom programs for SharePoint
    • Documents processes and procedures relating to SharePoint
    • Assists and/or orients new hires with the initial usage of SharePoint
    • Troubleshoots and resolves trouble tickets entered into the help desk software regarding SharePoint
     
    SharePoint Administration
    • Thorough understanding of SharePoint Architecture (i.e., farm topology; managed paths; site collections; sites, etc.)
    • Familiar with SharePoint Taxonomy, Metadata, Content Management, Collaboration, Custom Web Parts, Reports, Search, InfoPath Services, Master Pages, Content Types, Features, Active Directory
    • Manage the daily functions of SharePoint
    • Management and ownership of our SharePoint based Intranet site
    • Follow SharePoint Best Practices in content management and taxonomy
    • Understanding of different disaster recovery solutions for SharePoint
    • Plan and implement SharePoint archival/retention strategy
    • Assist development and ongoing maintenance/enhancements of business systems.
    • Familiar with sharepoint and SQL core limitations
     
    SKILLS AND ABILITIES REQUIRED:
    • Experienced designing, configuring, developing and implementing numerous SharePoint web sites, webparts and applications
    • Demonstrated strong SharePoint development skills
    • Production experience developing website pages/applications, including non-SharePoint technologies (HTML, CSS, Javascript, XML, etc.)
    • Experience in full development life cycle - all areas and phases of the SDLC 
    • Experience with Source Code and Change Control systems (i.e. Visual Source Safe)
    • Experience in troubleshooting and supporting Internet Explorer, Chrome, Firefox and other display/security/configuration issues with end user browsers
    • Ability to analyze business requirements, review existing systems, define the solution, and translate that into designs and programming work
    • Capable of effectively communicating with internal and external customers possessing various levels of technical knowledge. Ability to determine the underlying issue when presented with sometimes confusing and contradictory information; listening skills
    • Must have “can do” attitude and be able to work independently

    Program Description:

    Dovel Technologies, Inc. (Dovel) has been awarded a contract with the Food and Drug Administration (FDA) Office of Regulatory Affairs (ORA) for the deployment, services, and support of FDA’s Laboratory Information Managements System (LIMS). The contract is a single award IDIQ task order contract with a 5-year period of performance. The LIMS contract is not only the installation of software at laboratory sites but represents a complex, multi-year effort to support a range of scientific, operational, and technological challenges needed to evolve laboratory environments in a manner that aligns with the overall Automated Laboratory Management (ALM) program and portfolio and improves efficiency at FDA laboratories. Another goal of the effort is to improve data quality while decreasing latency, and empowering robust information sharing, traceability, chain of custody, and assessment within the FDA, with third parties, and other public health laboratories.

    Role and Responsibilities:
     
    • Must be able to configure STARLIMS COTS to address customer requirements
    • Establishes system information requirements using analysis of the information engineer(s) in the development of enterprise-wide or large-scale information systems.
    • Designs architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces.
    • Performs training of customer personnel
    • Provides day-to-day support including problem resolution and guidance to junior team members

    Responsibilities:
    • Provide recommendation & guidance on best SharePoint-based solution to fulfill business needs / requirements
    • Assist and contribute to the SharePoint 2013 upgrade project

    This is a highly visible role with a sophisticated customer who manages more than $60B in grants funds.  Dovel developed a web-based grants management solution - this system incorporates all 14 Grants Management Line of Business grant award processes for awarding agencies and recipients, as well as extensive and flexible post-award reporting mechanisms.  It’s a complex system used by more than 20 government agencies.  Dovel is in search of a hands-on security expert with a commitment to excellence who will focus on data protection and security compliance. The candidate will possess excellent interpersonal and communication skills required to partner with stakeholders and leaders across the program.  The candidate will develop and deliver security and data protection solutions that ensure the integrity of the grants management system.  The candidate in this role will be working with Dovel’s internal senior staff in addition to interfacing regularly with the customer-side senior leadership.  It’s a critical role supporting a very large contract.  The position is located in our Rockville office, with fairly regular customer site visits downtown.  

     
    Functional Responsibilities:
    • Act as the primary focal point for customers, auditors, account management and delivery organizations
    • Ability to lead security activities
    • Understanding of Federal Information Security Management Act (FISMA), National Institute of Standards and Technology (NIST) Guidelines best practices
    • 15+ years of experience leading Cyber Security, Information Assurance (IA), and Information Technology (IT) integration projects
     
    Minimum Qualifications:
