    Role and Responsibilities:
    • Perform application development and support
    • Understand and apply development design patterns. 
    • Understand and apply design disciplines including Object-Oriented Design and Analysis ad Domain-Driven Design
    • Understand and leverage common architectural styles and patterns (Layered, Clean, CRUD, CQRS, etc)
    • Understand and apply quality techniques and practices (automated unit testing, Test Driven Design/Development, java performance analysis, continuous integration)
    • Problem and modification identification, classification, and prioritization
    • Detailed analysis of the modification to determine impact, feasibility, and alternatives
    • Design modification and execution of solution

    • Provide the modification as part of a release package for installation in the operational environment.
    • Data quality and data management

     Required:

    The Project Manager will work within the Partner Services/PMO Team of Dovel Technologies, a company that supports Federal Grants Management solutions to more than 18 Federal agencies through the Grants Center of Excellence (www.GrantSolutions.gov).

    This position is to provide leadership in rolling out a new set of software services and promoting them to an expanding federal customer base. The role includes project management for all activities related to the delivery of partner services through a web-based application product line.  It begins as new features are envisioned and evaluated in terms of business objectives.  The responsibilities include IT project management to oversee planning activities including the coordination of requirements and development, advocate for project needs, communicate risks, and manage customer expectations. As features are deployed, the Project Manager actively promotes new services, ensuring the availability of training and support resources.  Above all this is an end-user focused position, with success defined by end-user satisfaction.

    Required Skills:
     
    • Bachelor’s Degree in a business or technical discipline or an equivalent combination of education and training that provides the required knowledge, skills and abilities
    • Must have 8 years of project management related experience and 5 years of experience managing projects or product lines in an IT environment
    • Knowledgeable in Microsoft Office including MS Project and Visio

    Position Responsibilities:
    • Must have experience with the STARLIMS Product.
    • Extensive experience in supporting business process, requirements management and verification, solving highly complex major technical issues and providing recommendation and technical direction. Manage stakeholder communication and expectation across multiple management chains.
    • Act as a team liaison between project management, solution architects and development teams, and shepherd projects through the design, build, and test phases.
    • Act as a liaison among stakeholders to elicit, analyze, communicate and validate requirements for changes to business processes, policies and information systems. The business analyst understands business problems and opportunities in the context of the requirements, and recommends solutions that enable the organization to achieve its goals
    • Translate business requirements and business intelligence reporting requirements into functional/technical specification or source system analysis documents.
    • Provide input from high-level to detailed estimates for intake, projects, and change requests in areas of responsibility.
    • Create technical impact assessments utilizing input and direction from architects, development and supporting documentation such as functional specifications and use cases.
    • Perform proactive data profiling to ensure source system data requirements in the project deliverables.
    • Provide analysis support to development and test teams for assigned projects.  This can include responding to ad hoc analysis requests and collaborating with test resources to validate test cases, defect triage and resolution.

    • Full understanding of business process notations and modeling languages including: BPMN and UML,

    The PRM will work within the Partner Services Team of Dovel Technologies, a company that supports Federal Grants Management solutions to more than 18 Federal agencies through the Grants Center of Excellence (www.GrantSolutions.gov).

    As a part of the Partner Services Department, the Partner Relationship Manager (PRM) is responsible for building and maintaining the relationship between the ACF Grants Center of Excellence (CoE) and its Federal partners.  PRMs serve as advocates for the partner’s interests within the CoE and work to obtain the CoE resources that are necessary to deliver the services required by the partner.  The PRM is accountable for the overall delivery of products and services to the partner and is focused on ensuring the partner has a successful engagement with the CoE.  Major job functions include:
    • Building and nurturing relationships with partner stakeholders
    • Working closely with the CoE Project Management Office (PMO) to obtain the necessary resources to ensure successful service delivery

    The Oracle DBA/Developer is primarily responsible for development and installation of all Oracle-related database and data structures, components, and services for a mission critical Oracle Fusion Middleware-based application.     We are seeking a Senior High-Performance Computing (HPC) Engineer for our FDA Scientific program.  The program supports the FDA and their scientists in Scientific Computing which includes but is not limited to technical and research aspects (e.g., hardware, software, laboratory environment) supporting the Center for Food Safety and Nutrition (CFSAN). Responsibilities include leading and directing the employees supporting the HPC Engineering directives, ensuring that work is delivered with quality and is on time with proper documentation. Additional tasking maybe required as directed by the HPC Program Technical Lead.
     
    CFSAN Scientific Computing provides support to the scientific computing community to numerous FDA centers.  The support extends from workstation support to standing up an HPC within the FDA Scientific Data Center. 
     
    The Sr. HPC Engineer duties will include, but not be limited to:
    • Work with the CFSAN HPC Technical lead and team to implement significant HPC architecture changes to support the diverse scientific disciplines within FDA. 
    • Support data center and operation logistics for assigned areas
    • Active participant in HPC community (either DoD, DHS or DoE in particular) and professional societies
    • Work with the team to develop briefings and other materials to assist with providing technical information to senior FDA management.
    • Require FDA Public trust eligibility
    Required Qualifications:
    • Bachelor’s Degree is required, or some combination of experience/education
    • 10+ years of experience in high performance computing or similar tasks in a technical domain
    • 10+ years in Engineering
    • In depth knowledge of advanced computational environments (software/architecture interface, code optimization, scaling for high core counts, accelerators, etc.)
    • Significant experience working within a Linux based environment
    • In depth knowledge of xCAT, Rocks Clusters, RHEL, CentOS, and KVM virtualization software
    • In depth knowledge of GPFS, Lustre and pNFS parallel filesystems
    • Strong shell scripting and familiarity with Perl, Python, Ruby languages
    • Strong interpersonal and communication skills
    • Extensive documented experience within complex technical projects/teams
    • Previous experience working in a dynamic and fast-paced environment with a high level of customer interaction where priorities often change and escalate
    Desired Qualifications:
    • Master’s Degree/PhD

    We are seeking a Quality Assurance Manager to join the FDA Scientific Computing team, supporting the OIM Center in Reston, VA. 
     
    The QA Manager is responsible for providing clear leadership for shaping our QA efforts. This role will partner with and analysis our customer’s needs, and also be a hands-on independent contributor. The ability to refine requirements and direction with clarification questions is imperative. This role will have strong interactions with the infrastructure team and project stakeholders to establish seamless processes that promote program surveillance and quality audit.
     
    The duties will include, but not be limited to:
    • Drive planning & delivery of high-quality enterprise IT software releases.
    • Manage to plan completion of QA for each release.
    • Review project and release specific test strategy and planning documents prepared by QA team.
    • Communicate all key project plans, commitments, and changes including requirements, QA plans, schedule, and scope changes.
    • Maintain and enhance working automation framework.
    • Create complex automated testing applications, procedures and guidelines.
    • Develop, document and revise automation test procedures and quality standards.
    • Assemble and lead multiple cross-functional teams to support IT application releases of varying size, complexity and duration.
    • Collaborate and manage release processes across all functions within IT and with business stakeholders.
    • Manage change control processes for the releases.
    • Continuously improve release processes.
    • Define and manage release readiness and success criteria based on business requirements.

    We are seeking a Senior Linux Systems Engineer for our FDA Scientific Computing program. We support the FDA and their scientists in Scientific Computing which includes but is not limited to; technical and research aspects (e.g., hardware, software, desktop support, infrastructure, virtualization all in a laboratory environment) supporting a variety of FDA Centers.

    The Senior Linux Systems Engineer will work in conjunction with the rest of the Engineering team in support of the overall FDA program, with specifics emphasis on the HPC implementation.  
     
    The duties will include, but not be limited to:
    • Exploring new technologies to improve efficiency and maximize performance
    • Experience working within a HPC environment, using Puppet for configuration and Set-up.
    • Establishing operations policies and procedures for production Installing, configuring, and maintaining production systems and applications
    • Building and tools, scripts, and operating procedures for continuous efficiency improvement
    • Fault detection, isolation, resolution, and root cause analysis
    • Deploying new releases and patches to test and production environments
    • Evaluating commercial and open-source tools to improve efficiency
    • Performance analysis and optimization
    • Capacity planning
    • Script and procedure development
    Position will require FDA public trust to start work, we will process the selected candidate for the required clearance
     
    Required Qualifications:
    • BS degree in a technical discipline (Computer Science or Computer Engineering is preferred).
    • Minimum 5 years related IT Systems Administration experience.
    • Previous experience with Puppet required
    • Expert knowledge of Linux systems administration
    • MySQL administration; performance tuning experience a plus
    • Knowledge of Active Directory based LDAP authentication
    • Implementing and supporting management tools
    • Expert-level scripting skills using Unix scripting toolkits (bash, sed, awk, etc)
    • knowledge of systems and infrastructure security
    • Operational experience supporting large, high-volume sites, ideally at a major SaaS company
    • Demonstrated experience working with monitoring and analytics tools (e.g. Nagios, Cacti, Splunk)
    • Working knowledge of deployment and distribution automation tools (YUM, Puppet, RPM, etc)
    • Experience in virtualization environments (OpenStack or VMWare) is required.
    • Demonstrated ability to communicate effectively both verbal and written.
    • Passionate, hard-worker, team player, willingness to contribute in multiple areas.
    • Strong sense of pride in workmanship.
    • Creative problem solver and self-starter
    Desired Qualifications:
    • Master in IT discipline
    • Experience working in a lab and/or scientific environment
    • Storage administration experience, especially with Network Appliance filers
    • Knowledge on parallel filesystems (Lustre, pNFS, GPFS)
    • Knowledge on Hadoop and Big Data environments
    • Knowledge on cloud-based computing is required, Amazon AWS and Azure experience is preferred, AWS certified a bonus
    • Familiarity with Atlassian Confluence and Jira products helpful
